Rules

Rules & Regulation
R

Keeping an up-to-date Inventory on board a ship throughout its life cycle is a key requirement laid down in both the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (hereinafter referred to as “the Convention” or “the HKC”) and the Regulation. The Regulation’s requirements for the development of the Inventory are in fact almost entirely based on the respective requirements of the Convention. An IHM developed in accordance with the Regulation must be compiled considering the relevant IMO guidelines.
Nevertheless, EU legislation sets a few more requirements for the Inventory than the Convention does. Therefore, it is essential that the development and maintenance of the IHM in pursuance of the SRR is done a) in a harmonized and comprehensive manner in the light of the international knowledge and experience as reflected most notably in the relevant IMO guidelines, while b) taking into account the specificities of the EU legislative context, in particular of the Regulation itself.
Apart of this, special requirements by the Administration or Flag states also taken into consider while preparing an IHM Report.

The rules and regulations taken into account for preparing our IHM report are as follows-

1. SOLAS Chapter II-1 regulation 3-5, MSC.194(80) (May 20, 2005)
2. Resolution MEPC.179(59) - Guidelines for the development of the IHM, adopted during the Hong Kong Convention on 17 July 2009, revoked byMEPC.269(68)
3. IMO MSC/Circ. 1045 - Guidelines for Maintenance and monitoring of on-board materials containing asbestos, 28-05-2002
4. RoHS - 2002/95/EC (RoHS) and all subsequent Amendments of the Directive
5. IMO Guidelines on ship recycling - Resolution A.962(23)
6. Regulation (EU) No. 1257/2013
7. EMSA's Best Practice Guidance on the Inventory of Hazardous Materials
8. MARPOL Annex VI Convention
9. AFS Convention 2001
10. EMSA Study of two hazardous substances (PFOS and HBCDD) included in the annexes of regulation (EU) 1257/2013 on ship recycling
11. Hong Kong Convention
